The Nuclear Industry Association’s latest poll shows 77% of the public supports clean power to strengthen UK energy security, a figure that sounds like a mandate. But for the 28 million households paying £1,928 a year on typical dual-fuel bills, the question is not whether clean power is popular, but whether it will make their energy cheaper and their homes warmer.

Why nuclear is not the quick fix for household bills
Hinkley Point C, the only new nuclear plant under construction in the UK, is now projected to cost £33bn and deliver power by 2031 at the earliest. That is a decade later than originally planned. Compare that to a solar panel installation on a 3-bed semi: costs have fallen by 82% since 2010, and a typical 4kW system now pays back its £6,000–£8,000 cost in 8–12 years. Heat pumps, meanwhile, can be installed in a week for £7,000–£13,000 after the £7,500 Boiler Upgrade Scheme grant.
The catch is that nuclear plants, once built, provide steady baseload power. But the £92.50 per MWh strike price for Hinkley Point C, roughly double the current wholesale price, means households will be paying a premium for decades. Energy analysts at Cornwall Insight estimate this could add £15–£25 a year to the average bill from 2025 onwards, depending on market conditions.
What clean power means for EPC ratings and home upgrades
The government’s clean power push covers both grid-scale generation and changes to home energy standards. From 2025, all new tenancies in England and Wales will require an EPC rating of C or above, and the Future Homes Standard will mandate heat pumps or other low-carbon heating in new builds from 2025. For existing homes, the Boiler Upgrade Scheme has already seen 40,000 installations, but the target is 600,000 a year by 2028.
Yet the gap is enormous. Ofgem data shows only 8% of UK homes have an EPC rating of C or above, and the average home loses heat at a rate of 3.5 kW, equivalent to leaving a fan heater on permanently. If the public backs clean power, the fastest route to lower bills is not a new reactor, but a heat pump and better insulation. The Energy Saving Trust estimates that a typical gas-heated 3-bed semi could save £395 a year by switching to a heat pump, assuming current price caps. Add solar panels and the saving rises to £800–£1,000 a year. That is real money, and it arrives this year, not in 2031.
But the government’s own figures show that only 1.2 million heat pumps have been installed in the UK, compared to 23 million gas boilers. The pace needs to accelerate by a factor of 20 to meet net-zero targets. Nuclear alone cannot close that gap.
What homeowners should do now
Households on standard variable tariffs can check eligibility for the Boiler Upgrade Scheme through gov.uk. Applications for the Great British Insulation Scheme are open through participating energy suppliers. The deadline for the £7,500 heat pump grant is currently set for 31 March 2027, though it may be extended. For those considering solar, the Smart Export Guarantee pays 5–15p per kWh for excess electricity, adding £100–£200 a year to savings.
The clean power push is welcome, but for homeowners, the smart money is on upgrades that work today, not on reactors that may never break ground.
