Grid connection waiting times for a heat pump in parts of London now exceed 18 months. That is not because the UK lacks electricity, it is because speculative data centres have booked vast chunks of capacity they never intend to use.

The regulator wants to stop developers from reserving grid capacity for projects that never materialise, and the change could directly affect how quickly your household gets connected to the net-zero grid.

Who qualifies, and who doesn’t

The proposed rules target data centre developers who apply for grid capacity without a signed building contract or planning permission. Ofgem’s own figures show that up to 30% of capacity reserved for data centres in some regions is never drawn down. That is roughly 2 GW of stranded capacity, enough to power 1.5 million homes or connect 400,000 heat pumps.

Households on standard domestic connection requests are not the target of these rules. But they are the indirect beneficiaries. Every megawatt freed from a speculative data centre reservation is a megawatt that can be allocated to a housing estate, a school, or a street of homes installing EV chargers.

The catch is enforcement. Ofgem’s consultation proposes that developers must provide bank guarantees or face financial penalties if they fail to draw down capacity within a set timeframe. The Energy Networks Association has previously warned that without teeth, such rules are merely advisory. The regulator has not yet confirmed the penalty level.

What it costs a typical 3-bed semi

This is not directly a cost story, no one is cutting you a cheque. But the indirect savings are real. Homes in grid-constrained areas currently pay between £1,500 and £4,000 for a new connection if capacity is available. If the local substation is blocked by a speculative data centre, the alternative is a reinforcement charge that can run to £15,000 or more.

Ofgem’s own impact assessment estimates that freeing stranded capacity could reduce connection costs for domestic customers by 10–20% in constrained regions over the next five years. That is not a grant, it is avoiding a surcharge that should never have existed.

For heat pump installations specifically, the average cost of a grid connection upgrade for a 3-bed semi in a constrained area is currently around £2,800, according to figures cited by the Heat Pump Association. If speculative data centre capacity is released, that figure could drop to nearer the national average of £1,200.

But the grid is not a single pipeline

The UK’s electricity distribution network is regional. A data centre blocking capacity in Slough does not affect a homeowner in Newcastle. The problem is concentrated in London, the South East, and parts of the Midlands where land values and fibre connectivity attract speculative projects.

Ofgem’s consultation, which closes on 31 March 2025, proposes a regional approach. Distribution network operators such as UK Power Networks and Scottish Power Energy Networks would be required to publish live data on reserved versus used capacity. Homeowners could then see whether their local substation has genuine headroom or is being held hostage by a planning application that will never break ground.

The Energy Saving Trust has welcomed the transparency element, noting that it allows households to make informed decisions about whether to invest in a heat pump or wait for a grid upgrade. The trust also points out that the rules do nothing for homes in areas where the grid is genuinely constrained by physical capacity, only those blocked by paper reservations.
