Fire safety rules risk pricing solar panels off smaller UK homes

The average UK home has a roof area of just 35 square metres. For a two-up two-down terrace, that figure can fall to 25 m². Now imagine losing half of that to fire safety access gaps. That is the reality facing thousands of homeowners if new guidance on solar panel spacing becomes mandatory.

As reported by Inside Housing, fire safety rules being consulted on by the National Fire Chiefs Council could require 600-millimetre access corridors around solar arrays. On a narrow terrace roof, that leaves space for perhaps four panels instead of eight. The maths is brutal: half the panels, half the generation, double the payback period.

Who qualifies, and who doesn’t

The guidance targets buildings over 11 metres tall, roughly four storeys. But the principle is spreading to new-build housing and blocks of flats where roof access for firefighters is already tight. For a homeowner in a 1930s semi with a pitched roof that faces south, the impact may be negligible. For someone in a modern townhouse with a flat roof and a dormer, the rule could kill the project outright.

Energy Saving Trust figures show a typical 3.5 kWp system saves around £600 a year on bills. With the proposed gaps, that drops to £300. At current installation costs of £5,000–£7,000, the payback stretches from 10 years to beyond 20, past the warranty period of most inverters. The economics no longer work without a 0% VAT rate or a grant from the Boiler Upgrade Scheme, which currently excludes solar-only installations.

What it costs a typical 3-bed semi

Let’s be concrete. A 3-bed semi with a 30 m² south-facing roof can fit eight 400 W panels, a 3.2 kWp system. Under the proposed rules, the installer must leave a 600 mm border along the ridge, eaves, and both gable ends. That removes 40% of the usable area. The homeowner is left with five panels at most, generating 2.0 kWp. Annual output falls from 2,800 kWh to 1,750 kWh. At the October 2024 price cap of 24.5p per kWh, the saving drops from £686 to £429 per year. The payback period shifts from 8–10 years to 14–17 years.

But the catch is that most installers will not bother quoting for a five-panel system. The fixed costs, scaffolding, paperwork, scaffolding, are the same whether you fit five panels or 15. The margin per panel shrinks. Several MCS-certified installers contacted by Axiom said they would decline jobs with fewer than six panels on a standard roof. For smaller homes, the market may simply not supply.

What the guidance misses

The fire service’s concern is legitimate: solar panels can hinder roof access during a fire, and the DC voltage they carry poses a risk to firefighters. But the one-size-fits-all corridor approach ignores the fact that most modern panels include rapid shutdown devices and arc-fault detection. The Microgeneration Certification Scheme already requires installers to follow BS 7671 wiring regulations, which include fire safety provisions. Adding a blanket 600 mm rule duplicates existing safeguards and penalises the smallest homes hardest.

What this means for the UK’s net-zero targets is equally troubling. The Climate Change Committee estimates the UK needs 70 GW of solar by 2035. Rooftop solar on homes is meant to supply a third of that. If fire safety rules make panels unviable on the 4.5 million terraced houses and 2 million flats in England alone, that target becomes a fantasy. The government’s own Solar Taskforce, which reported in April 2024, warned against “unnecessary regulatory barriers”, yet here we are.

What homeowners can do now

If you are planning a solar installation on a smaller roof, act before the guidance becomes mandatory. The consultation period runs until 31 January 2025. Write to your MP and to the National Fire Chiefs Council with your roof dimensions and ask for a pragmatic exemption for homes below a certain size or with modern safety equipment. Meanwhile, get three quotes from MCS-certified installers who have experience with tight roof layouts. Ask them to model the output both with and without the proposed 600 mm gaps, you need to know the worst case before you sign.

For those who cannot fit enough panels to make the numbers work, consider a hybrid approach: a smaller solar array paired with a battery that charges on a cheap overnight tariff. That can still cut your grid draw by 60–70%, even if the panels only cover 30% of your daytime use. The battery does not trigger fire safety rules in the same way, and it improves your EPC rating by one or two bands. But do not delay. Once the guidance is adopted, the window for affordable rooftop solar on smaller homes may close for years.
