The number of UK households living in flats or rented homes without rooftop solar access is roughly 8 million, and that number has just shrunk by one regulatory change. From the end of August, plug-in balcony solar panels will be legal to install without planning permission, as reported by The Guardian. The change, buried in the latest revision to the General Permitted Development Order, lets households plug a solar panel into a standard three-pin socket, no electrician, no structural survey, no council application. But the devil, as ever, lives in the small print.

Who qualifies, and who doesn’t

The new rules apply to any household in England with a balcony, windowsill, or external wall that gets direct sunlight. Tenants can install them without landlord permission if the panel is freestanding and does not alter the building fabric. But the catch is size: the panel must be no larger than 2m² and must not protrude more than 0.5m from the building. That rules out the 400W-plus panels sold in Germany, where balcony solar is already a £1bn market. UK households will typically get a 350W panel generating around 300 kWh per year, enough to run a fridge and a laptop, but not a kettle or a washing machine.

What it costs a typical flat-dweller

A 350W plug-in kit costs £350–£450 from UK suppliers such as SolarBuddy or EcoFlow. Installation is literally plug-and-play: you mount the panel on a balcony railing or wall bracket, run the cable to an indoor socket, and the microinverter converts DC to AC automatically. No electrician required, though the Electrical Safety Council recommends using a registered installer if you are not confident. EPC impact, minimal but real

What the regulations miss

The government has not addressed the Smart Export Guarantee: plug-in panels are ineligible because they lack an export meter and a certified installer sign-off. That means any power you do not use is lost to the grid for free. Germany solved this by introducing a reduced feed-in tariff for balcony solar; the UK has no equivalent. The other gap is safety: the new rules require compliance with the Microgeneration Installation Standard, but there is no enforcement mechanism. A poorly installed panel could overload a ring main or cause a fire if the cable is damaged. The Electrical Safety Council has already flagged this as a concern.

If you live in a flat or a rented home and want to cut your electricity bill by £80–£120 a year, a balcony panel is now a legal and viable option. Check your building’s lease or tenancy agreement for any clauses restricting external fixtures. Buy from a UK supplier that includes a Type G plug and a G98-compliant microinverter, the standard required by the Distribution Network Operator.
