No homeowner retrofit programme in the UK has matched that level of coordination.

Why trains matter to homes

The parallel is not abstract. A home’s fabric – walls, roof, windows – is its analogue system, built to 20th-century standards. A heat pump, smart thermostat, and solar panels are the digital upgrade. Yet fewer than 1% of UK homes have a heat pump, and only 15% have loft insulation to the recommended 270mm depth. The government’s Boiler Upgrade Scheme has paid out on just 30,000 heat pump installations since 2022, according to Ofgem data. That is 30,000 homes out of 28 million.

The train retrofit shows what is possible when a single client (the state) sets a deadline and funds the work. For homes, the client is millions of individual owners, each with different budgets, priorities, and levels of trust in installers. The Energy Saving Trust estimates that insulating a typical 3-bed semi costs £1,500–£2,500 and saves about £300 a year on heating bills. The payback is five to eight years – but the upfront cost stops most households.

Yet the railway analogy has limits. A train is a single asset owned by a single entity. A house is owned by a family, often with no spare cash. The Boiler Upgrade Scheme offers £7,500 for a heat pump, but a typical installation costs £12,000–£15,000. The gap is still £4,500–£7,500. The government’s own Climate Change Committee says the UK needs to retrofit 1.8 million homes a year by 2030. Current rate: about 50,000.

Home retrofit is a technical problem, but also a financial and behavioural one. The railway can order 100 digital signalling units from a single supplier. A homeowner must find a local installer, compare quotes, arrange finance, and live through the disruption. The government’s new Warm Homes Plan, announced in March 2025, promises to simplify this with a single online portal and low-interest loans. But officials have not confirmed when applications open or what the interest rate will be.

What homeowners can do now

While the policy machine grinds, households can act. The cheapest first step is a home energy audit. Many local authorities offer free or subsidised checks. Next, draught-proofing: sealing gaps around doors and windows costs under £100 and can save £60 a year, according to the Energy Saving Trust. Then loft insulation: if your loft has less than 270mm, top it up. The cost is about £500 for a typical semi, with a payback of under two years.

For those considering a heat pump, check your EPC first. A home needs good insulation and double glazing to run a heat pump efficiently. The Energy Performance Certificate will tell you your wall type, loft depth, and glazing rating. If your EPC is D or below, focus on fabric first. The heat pump can wait.

What government must do

The train retrofit proves that the UK can deliver complex infrastructure projects on time when it treats them as national priorities. Home retrofit needs the same approach: a single delivery body, standardised specifications, bulk procurement to cut costs, and a clear timetable. The Warm Homes Plan is a start, but it lacks teeth. Without mandatory minimum standards for existing homes – like the ones already in place for rental properties – owner-occupiers will continue to opt out.

The railway’s digital retrofit will be complete by 2027. The home retrofit of the UK’s housing stock will take decades. But the principle is the same: you do not replace the asset; you upgrade it. The technology exists. The question is whether the political will exists to apply it at the scale required.

Homeowners can check their eligibility for the Boiler Upgrade Scheme at gov.uk and should apply before the end of the financial year, when budgets reset. Those on low incomes or in off-gas areas may qualify for additional support through the Energy Company Obligation (ECO4) scheme, which runs until March 2026.
