Solar panel debate heats up as CPRE questions countryside impact

Why this debate affects your energy bill

About 1.5 million UK homes now have solar panels, according to the Energy Saving Trust. But the vast majority of new solar capacity comes from large ground-mounted farms, many on agricultural land. CPRE’s concern is that unchecked solar sprawl could damage landscapes and biodiversity. The counter-argument, from developers and government, is that utility-scale solar is cheaper per kilowatt-hour and helps meet net-zero targets faster.

For a homeowner, the tension creates an opportunity. If planning rules tighten for ground-mount solar, the government may need to incentivise rooftop installations to keep deployment on track. That could mean higher export tariffs, lower VAT on installations (already at 0% until 2027), or streamlined planning for home arrays. Who qualifies, and who doesn’t

Not every home is a good candidate for solar. The Energy Saving Trust recommends a roof facing within 90 degrees of south, with little shading, and a structural condition that can hold the weight. But even north-facing roofs can work with modern panels, particularly if you add a battery to store midday generation for evening use.

EPC impact is significant. A typical installation can lift a D-rated home to a C, and a C to a B. That matters because from 2025, landlords in England will need a minimum EPC rating of C for new tenancies, solar is one of the few single upgrades that can shift a rating by two bands.

The catch is grid capacity. In some areas, especially rural ones, the local distribution network is full. Ofgem’s new ‘first ready, first connected’ queue, effective from November 2024, is built to prioritise projects that are genuinely ready to connect. At current price cap rates of 24.5p/kWh, that’s a saving of £600–£800 annually. Payback periods now run 8–12 years, down from 15 years a decade ago.

Yet the CPRE debate highlights a blind spot: the UK still has no national strategy for rooftop solar. The government’s Solar Taskforce, launched in 2023, has focused on large-scale deployment. A shift toward rooftop targets, say, a million more homes by 2030, would require changes to permitted development rights and stronger enforcement of new-build solar requirements.

The CPRE panel may not have settled the solar land-use debate, but it has put rooftop solar back on the agenda. For UK homeowners, that is good news. The choice between fields and roofs is not binary, but the smart money is on the roof.
