The catch — and what the government can do

What SSE’s submission misses is the timing. The 35 per cent saving assumes the grid is fully decarbonised by 2035, but the government’s own target is 2035 for the power sector — and heat pump installations are running at less than half the rate needed. Network charges currently add about £150 to the average electricity bill; rebalancing them could cut that by a third, but the Treasury has resisted because it would reduce tax revenue from gas. Homeowners should not wait for policy to catch up. Those with an EPC rating of D or below can apply for the Great British Insulation Scheme, which covers up to 100 per cent of loft and cavity wall insulation costs.

Three steps to take now

First, check your EPC rating — homes rated C or above are better placed for heat pumps. Second, apply for the Boiler Upgrade Scheme before the current funding round closes; applications are open until March 2027 but budgets are limited. Third, compare electricity tariffs: some suppliers offer time-of-use rates that make heat pumps cheaper to run overnight. The 35 per cent saving is real, but it will not arrive by itself. Homeowners who act now will be the first to benefit when the grid finally catches up.
